There may be many reasons a citizen or patient may wish to access information
about a healthcare professional, many are legitimate, some may not be.

One of the main ways to get information about a licensed health care provider
in Texas is through what is called an "OPEN RECORDS REQUEST" or "ORR".

The best answer to questions about Open Records Requests in Texas is a web
page maintained by the State of Texas.

" How to Submit an Open Records Request

If your request is for any and all documents, pending applications,
ongoing compliance or enforcement actions, or records not available

There are various "boards" which oversee and maintain information about health care providers.
The one overseeing MDs, DOs, and Acupuncturists, is the "TEXAS MEDICAL BOARD"
The website for that board is http://www.tmb.state.tx.us/ . The executive director at the time of
this writing is Donald Patrick, MD, JD.

My comments on the consumer's experience with
contacting these boards.

I have, in the past, and recently, contacted all but
one of the boards. I have never contacted the pharmacy
board, so my comments do omit the Pharmacy Board,
since, I cannot comment on their board if I have not
contacted them.

The most helpful and friendly, tends to be the
Chiropractic Board. Just look at the amount of
contact information they list easily on their website.

The least friendly, least helpful, and least professional I have had
contact with is the Board of Nursing in Texas. I called their board
recently to inquire on things like cost of getting records on a nurse,
on what kind of information is contained in the file, etc.
My contact was with a male (per his first name) with a very effeminate
voice. He tended to be evasive on answering my questions, argumentative,
and not very professional in his phone demeanor. When I inquired about
what information was contained in the average nurse's professional file,
from what he told me, apparently documentation about advanced degrees
they may profess to have obtained, are not maintained , and apparently, the
nursing board does not compel nurses to provide documentation like their
school transcripts, or proof they actual have the degrees they profess to
have. Furthermore, if a nurse has 1,000 legitimate complaints filed
with the board from patients, if nothing is done of a disciplinary nature,
NO complaint information will appear in their file.

And, the most bizarre thing this "fellow" said, was that the average
person who wishes to have a nurse's file, under the Open Records Act,
would have to provide the nurses name and Social Security Number.
I asked "him" how many people would have a nurse's social security number,
and he claimed lots of people would. I suggested that the name and birth date
should be sufficient to identify the nurse, however "he" seemed to assert that
they had several nurses with the same name and same birthday. I indicated to
this person I found this would be highly statistically improbable. "He" also
indicated the nurse's license number would be an acceptable substitute for the
social security number. I indicated to "him" that most people zealously guard their
social security info because of identity theft, and most people would not have the
license number of the nurse in question. The creature on the other end of the phone
went on babbling.

I also tried to verify that the director of the board was indeed the person named
on their public website. He said her name and ended with "she's a nurse"/.
Hmmmmm.

I closed my call indicating to him that the profession he was giving information
about, should come into the 21st century with the medical and chiropractic board,
and to begin providing a more comprehensive profile of nurses, including but not
limiting to, proof of education, especially of professed advanced degrees such
as Masters and Doctorates.
